Municipal registration
Registering with your town hall as living there — a right, an obligation, and a gate to much else.
The padrón is the town hall's register of residents. Registration is free, creates no tenancy, and is legally framed as a duty for anyone habitually resident — with the corresponding right attached.
It gates a surprising amount: residency paperwork, public healthcare, school enrolment, licence exchange. Being unregistered rarely blocks anything on day one and then blocks four things at once in month three.
It does not require a rental contract. That is the most commonly misunderstood part, and the one that traps room renters whose name is on nothing.
What to check in the contract
Some contracts purport to forbid registering. Ask why — the padrón gives a registered person no rights over the property, so the objection is usually about something else.
